To create explosive arrows in Minecraft, you will need to use commands, as there is no element called explosive arrows in the game that players can make.
So, to create explosive arrows in Minecraft, you will need to use both command blocks and commands that will vary between the Java and Bedrock versions of the game.
From Java, you will first have to give yourself an control block by typing or copying and sticking give @p command_block in Minecraft.
This will give you a command block, place it on the floor and right-click it to open the command block menu.
In the command block menu, there will be a tab indicating the console command.In this section, you will have to copy and paste the following command
After entering the command, give yourself another control block and place it above the other control block holding the update key.
When the new control block is placed, open it and copy and glue the following command in the console control section.
When you have the two ready control blocks, place a lever on the first control block marked by the red box in the image above and activate it.
This will give arrows that draw from a crossbow or an arc an explosion effect similar to TNT in Java Minecraft.
Making explosive arrows in Minecraft Bedrock Edition is a little different from Java, but the first step remains almost the same.To start, give yourself an control block by typing /give @s command_block.

You will also need a redstone comparator and three redstone repeaters - you can either create them or use the creative mode to obtain them.
